Description
Alameda County Housing and Community Development Department is seeking a firm or partnership to administer the Scalable Housing Infill Funding Toolkit Senior ADU Pilot Program. The selected administrator will develop the program financing structure and repayment waterfall; prepare program, transaction, financing, and lot-split documents; evaluate development partners and general contractors; establish eligibility, intake, lottery, homeowner counseling, and applicant-selection processes; and create participant marketing materials. The administrator will also perform pre-development underwriting and approvals, coordinate with a community development financial institution, manage ADU construction to meet schedule and budget objectives, administer SB 9 lot splits and homeowner moves, and oversee the sale of former primary residences. Applicants must demonstrate experience with homeowner or senior services, small-scale infill construction management, financing and underwriting, SB 9 or similar densification measures, and local-government program delivery. Required submission materials include organizational information, a cover letter, firm profile, business documentation, qualifications and experience, resumes, project portfolio, references, a project proposal with cost estimates and timeline, and the completed Submittal Addendum and Certifications.
