Alameda County Housing and Community Development Department (HCD) is issuing a Request for Qualifications (RFQ) to establish a pool of qualified development teams for the Scalable Housing Infill Funding Toolkit (SHIFT) program. The program aims to spur new housing creation through two pilot programs: the SHIFT Multifamily Development Pilot Program, which provides per-unit subsidies for 4-16 unit infill rental housing affordable to low-income households (60-80% AMI), and the SHIFT Senior ADU Pilot Program, which provides comprehensive ADU development assistance for senior homeowners. Developers qualified through this RFQ will be eligible to bid on future funding opportunities and site-specific RFPs. The RFQ is continuously open with rolling applications. Key requirements include experience with infill development, ability to deliver projects under $600,000 per unit, and compliance with state streamlining laws such as SB 9 and SB 684.
