Description
The U.S. Department of State is soliciting health insurance and group life insurance services for eligible U.S. Government employees working in Belize, including health coverage for employees and eligible dependents and life, accidental death and dismemberment, and disability coverage for employees. Health benefits include hospitalization, emergency and outpatient care, prescription drugs, maternity and newborn care, dental, optical, hearing, mental health, substance-abuse, rehabilitative, and out-of-country treatment coverage, subject to the stated coverage percentages, limits, exclusions, and employee premium contributions. Group life coverage is based on multiples of monthly salary. The requirement also includes coverage riders for certain Official Residence Expense and Peace Corps personnel. The contractor must administer claims, maintain participant records, provide claims and financial reporting, pay eligible claims within the specified periods, provide English-language benefit brochures, and comply with Belize licensing and local-law requirements. The Government will evaluate complete price and technical proposals and intends to award to a responsible offeror whose proposal is technically acceptable and lowest priced. The technical proposal must address management, plan administration, experience and past performance, licensing, profit-sharing or pooling arrangements, and the employee pool.
