Description

El Paso County is seeking competitive sealed proposals for CSP 26-023, the Ysleta Annex Community Kitchen project. The scope includes construction of an approximately 12,000-square-foot, single-story administrative building behind the existing Ysleta Annex, with private offices, open workspaces, storage areas, break rooms, restrooms, a shared lobby and reception area, and a multipurpose room for staff training and community engagement events. The project also includes a commercial kitchen, utility installation and connections, ADA-compliant parking and other site improvements, site lighting, landscaping, and irrigation. Proposals will be evaluated on proposed contract amount, cost-supporting documentation, similar-project experience and past performance, governmental-project experience, key personnel qualifications, schedule management, financial stability, references, and employee health-insurance benefits. The estimated budget is $5 million to $6 million. The project includes prevailing-wage requirements, Section 3 obligations, and federal compliance certifications. The awarded contractor must provide performance and payment bonds and extensive insurance coverage. Addendum 1 revises the AIA A201-2017 General Conditions and AIA A101-2017 Owner-Contractor Agreement; the revised documents specify commencement upon notice to proceed, substantial completion within 365 calendar days, final completion within 30 days thereafter, and $600 per calendar day in liquidated damages for delay.
