Description
The contractor shall provide personnel, equipment, tools, materials, supervision, and quality control for the as-needed assessment, inventory, removal, transportation, treatment, and disposal of hazardous waste. Waste types identified in the collection history include oil/water mixtures, used oil, medical waste and sharps, waste diesel fuel, oily rags, oily impacted soil, contaminated aircraft fuel, and fluorescent bulbs. The contractor must use facilities operating under applicable federal and state permits, licenses, and regulations and provide manifests and certificates of disposal. Services will be performed at designated Virgin Islands National Guard facilities on St. Croix and St. Thomas. Following notification, the contractor must visit the applicable locations within five business days, provide an inventory list within one business day after assessment, remove approved waste within 15 business days, and provide final disposal certificates within 60 days after transport. The contractor must possess an Environmental Protection Agency identification number and ensure personnel have required Occupational Safety and Health Administration hazardous-waste and Department of Transportation hazardous-material certifications. The solicitation requests a technical approach and pricing in the SF 1449 CLIN structure and evaluates technical approach, past performance, and price.
