Description
The Metropolitan Transportation Commission (MTC), on behalf of itself and the Association of Bay Area Governments (ABAG), is seeking a consultant or consultant team to support development of the Regional Growth Forecast for Plan Bay Area 2060, the Bay Area’s long-range transportation, housing, and environmental plan. Services include specialized demographic and economic research; evaluation of migration, housing, labor-force, employment, technology, and other external trends; development of forecast assumptions, scenarios, sensitivities, model inputs, and technical recommendations; interpretation of REMI model outputs; and independent technical review of forecast methodologies and products. The scope also includes targeted technical support for ABAG’s seventh-cycle Regional Housing Needs Determination consultation with the California Department of Housing and Community Development. The consultant will coordinate with MTC-ABAG staff, REMI staff, a Regional Growth Forecast Technical Advisory Committee, and other technical participants. Deliverables include research and forecast-assumption memoranda, supporting data and analytical files, scenario and sensitivity analyses, technical reviews, documentation, presentations, comment responses, and final technical records. The base-scope budget is approximately $400,000, with up to an additional $100,000 available at MTC’s discretion for optional external communications support. The expected performance period is January 1, 2027, through March 31, 2029, with an option to extend for two additional years.
