The City of Fresno Department of Public Utilities is soliciting Statements of Qualifications from qualified engineering consulting firms to serve as the Owner’s Advisor for a 1,2,3-trichloropropane water treatment project using the Progressive Design-Build delivery method. The Owner’s Advisor will guide the department through the Progressive Design-Build process and provide technical and managerial expertise through achievement of full operation. The selected firm is expected to bring substantial experience procuring qualified design-build entities for complex water infrastructure projects and to lead and manage the project based on its size, complexity, and duration.
