Description
The County of Fresno Department of Social Services seeks one qualified vendor to provide adoption support and preservation services for pre-adoptive, adoptive, and guardianship families. The scope includes parenting education, family counseling, case management, crisis intervention, support groups, educational advocacy, information and referral services, resource development, respite care, psychosocial support, and linkage to adoption-competent mental health services. Services are intended to strengthen family functioning, promote child safety and well-being, increase adoption finalization, and reduce placement disruptions. The selected vendor is expected to serve up to approximately 450 referred families annually, including an estimated 125 post-adoption and 325 pre-adoption families, with intensive services anticipated for 10–20% of referrals. The proposal must describe the program design, organizational readiness, staffing, outcomes and evaluation methods, data reporting, and service delivery approach. Required cost materials include three annual budgets, budget narratives, and a cost allocation plan. The anticipated annual funding is $261,351, with a one-year initial term and two possible one-year extensions.
