Description
The City of Fresno is requesting Statements of Qualifications from qualified environmental consulting firms to support the River West Fresno Eaton Trail Extension Project. The selected consultant will conduct biological surveys for special-status plants, American badgers, avian species, bald eagles, burrowing owls, Swainson's hawks, raptors and migratory birds, and silvery legless lizards, following applicable agency guidelines and mitigation measures. The scope also includes Extended Phase I subsurface testing for archaeological deposits, evaluation of identified cultural resources, preparation of final survey and testing reports, and coordination with the project's construction contractor during the required mitigation-monitoring periods. Responses must include a cover letter, firm and subconsultant information, relevant experience and references, key staff resumes, work plan, project schedule, applicable local-preference certification, and signed addenda, within a 20-page SOQ limit excluding required exhibits and signed addenda. The anticipated contract duration is December 2026 through April 2027, with a detailed cost proposal required from the selected consultant.
