Description
The City of Raleigh is soliciting proposals for a citywide standby master contract to provide emergency debris management and removal following natural disasters, declared emergencies, and other qualifying events. The scope includes debris clearance, preparation, loading, hauling, reduction, grinding, processing, lawful disposal, vegetative debris management, hazardous tree and hanging-limb removal, stump work, site restoration, temporary debris management site operations, traffic control, and related environmental and safety measures. Optional bid alternates cover mixed construction and demolition debris, white goods, electronic waste, work in streams and water bodies, stump extraction, and stump grinding. The contractor must provide qualified personnel, equipment, hauling capacity, supervision, documentation, and FEMA Public Assistance support. The contract is a three-year initial term with up to two additional one-year renewal terms, but provides no guaranteed minimum work, activations, or compensation. Proposals must include corporate experience, financial information, technical approach, project team qualifications, resumes and organizational chart, references, and completed pricing materials, including the City's fee schedule in Excel format.
