ADVERTISEMENT FOR BID MOBILE COUNTY Mobile County Post-Disaster Debris Removal Sealed bids will be received by the Mobile County Commission in the Mobile Government Plaza, Eighth Floor South Tower, Mobile, Alabama, until 10:00 A.M. on September 30, 2026, and then publicly opened for furnishing all labor and materials and performing all work required by Mobile County and described as follows: Mobile County Post-Disaster Debris Removal. Removal services shall be performed in accordance with all applicable Federal, State, and local laws, regulations, Executive Orders, and authorizing legislation, including the Robert T. Stafford Act (Federal Emergency Management Agency (FEMA) Public Assistance). A pre-bid meeting will be held on Friday, September 18, 2026 at 10:00 am. This meeting will be web-based, and instructions for joining this meeting will be emailed to those who request the full bid documents. You are not required to attend this meeting in order to be eligible to submit a bid. All bids must be on blank forms provided in the full bid documents and submitted in its entirety. A cashier's check drawn on an Alabama bank or a Bidder's Bond, payable to Mobile County, Alabama, for an amount of ten thousand dollars ($10,000), shall be filed with the bid, the Bidder's Bond being prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama. The debris removal contractor shall be required to post a contractual payment and performance bond in the amount of $1,000,000 at the time of execution of the contract between Mobile County and the successful bidder. The debris removal contractor also shall be required to execute a payment and performance bond equal to 100% of the estimated cost of a debris removal contract prior to activation after a disaster. All bidders shall include in their bid proof of ability to secure such payment and performance bond as evidenced by letter of credit from a bank in the state of Alabama holding deposits for the bidder's company or a statement from a surety company satisfactory to demonstrate the bidder's ability to secure such bond in the event required due to activation after a disaster. In addition, the Contractor must furnish to the County at the time of contract execution a certificate of insurance coverage as provided in the bid documents. The right is reserved to reject any and/or all bids and to waive informalities and to furnish any item of material or work to change the amount of said Contract. No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly licensed and qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. The executed contract will meet all rules for Federal grants, as provided for in Title 44 Code of Federal Regulations and 2CFR 200.317 through 200.326 and Appendix II. Mobile County Commission is soliciting sealed bids for a contractor to furnish all labor and materials and perform post-disaster debris removal.
