Description
The City of Raleigh is soliciting proposals for a citywide standby master contract providing emergency debris monitoring and disaster recovery support on an as-needed basis. Services may be activated after hurricanes, severe storms, floods, tornadoes, declared emergencies, or other qualifying events and may include debris and damage assessments, monitoring and documentation of collection and disposal operations, contractor oversight, debris eligibility determinations, load-ticket management, invoice review, reporting, project closeout, and FEMA, FHWA, and other reimbursement support. The contractor must provide and operate an Automated Debris Management System with electronic tracking, GPS/GIS capabilities, reporting, data management, and related technology. The scope also includes pre-event planning, training, annual workshops, emergency mobilization, field monitoring, safety oversight, temporary debris site support, qualified staffing, and final documentation. The contract is for an initial three-year term with up to two additional one-year renewal terms; the City guarantees no minimum quantity of work or compensation.
