Description
Riverside County, through Riverside University Health System Behavioral Health, is soliciting proposals for operation of a new, county-owned interim housing facility. The contractor will provide room and board, care and supervision, a safe and substance-free residential environment, resident orientation and house-rule enforcement, transportation, toxicology testing, recovery support, housekeeping, linen services, documentation, reporting, and 24/7 staffing. The program is designed to serve up to 299 participants, including individuals and families receiving behavioral health services who are experiencing homelessness, housing instability, or recovery-related needs. Proposers must also submit an optional Scope B for recuperative care services for approximately 200 participants, subject to funding and final award. This scope includes case management, transitions of care, post-acute support, wellness checks, care coordination, medical and behavioral health referrals, transportation, discharge planning, and access to qualified clinical or nursing services. The proposal package requires separate electronic submissions for Sections A–I, the Section J cost proposal and budget worksheets, and Section K financial statements, including a balance sheet and income statement.
