Description
The North Carolina Department of Public Safety, Division of Emergency Management, is seeking one or more vendors for an agency-specific term contract covering emergency fuel delivery, transportation, mobile fueling infrastructure, and temporary above-ground fuel storage during all-hazard events. Services include delivery to any location in North Carolina, deployment and relocation of mobile fueling stations and tanks, temporary tank installation and removal, fuel dispensing, and transportation using tankers, bobtails, skids, and other equipment. Vendors must support operations 24 hours a day, seven days a week, including holidays, and respond generally within four to six hours of notification. The contract may require multiple sites and short- or long-term emergency support. Required equipment includes dual-walled, UL-listed or Flameshield NFPA 30-rated tanks and fueling stations ranging from approximately 500 to 15,000 gallons, metering systems, automatic shutoff nozzles, backup power of at least 20 kW, lighting, spill-response kits, and fire-suppression equipment. Covered fuels include E-10, gasoline, ultra-low sulfur diesel No. 2 undyed, propane, diesel, gasohol, No. 6 residual fuel oil, kerosene, aviation gasoline, Jet A fuel, and other fuels supplied from non-pipeline sources. Vendors must provide HAZMAT-certified drivers, comply with applicable transportation and safety regulations, maintain required insurance, provide delivery documentation and emergency reporting, and submit an emergency operations plan after award.
