The U.S. Coast Guard Training Center Petaluma is soliciting a small business to provide a continuous supply of liquid propane gas (LPG) to 11 government-owned tanks. The contractor must furnish all labor, equipment, materials, vehicles, appliances, transportation, supervision, and related services necessary for delivery by tank truck; tanks will remain in place and be refilled rather than exchanged. The government guarantees a minimum order of 80,000 gallons and may order up to 170,000 gallons during the period of performance. Deliveries must generally occur within four business days after notification, during stated operating hours, with emergency deliveries possible when requested or approved. The contractor must provide meter tickets and delivery documentation, comply with applicable safety and environmental requirements, furnish qualified personnel and a project manager, and maintain specified insurance coverage. Offers must include pricing for the listed CLIN, a technical approach, at least three relevant references, required representations and certifications, and a statement accepting or identifying exceptions to the solicitation terms. Award will use lowest-price technically acceptable procedures.
