Description
The Defense Logistics Agency Energy is soliciting proposals for Government-Owned, Contractor-Operated (GOCO) and Contractor-Owned, Contractor-Operated (COCO) fuel storage, operations, and distribution services at Marine Corps Air Ground Combat Center Twentynine Palms. The contractor will manage, operate, maintain, and secure GOCO and COCO fuel facilities; receive, store, sample, test, transfer, and issue petroleum products; maintain product quality and inventory accountability; and support fuel-servicing operations 24 hours per day, seven days per week. Responsibilities also include facility and equipment maintenance, safety, environmental protection, security, training, spill response, grounds maintenance, and contractor-furnished equipment and supplies. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside for a firm-fixed-price contract. The proposal must include technical, past-performance, and price volumes, including a price proposal form, past-performance reference list, and required past-performance questionnaires and consent forms where applicable. The solicitation requires a 12-point font, 1-inch margins, and 8.5-by-11-inch pages; the Technical Proposal is limited to 80 pages and the Cover Letter to two pages. The contract includes a 42-month COCO base period, a 36-month GOCO base period, four 60-month option periods, a 54-month option period, and a potential six-month extension.
