Placer County Water Agency is soliciting multiple vendors for guaranteed, as-needed delivery of ULS Diesel #2 red-dyed bulk fuel during power outages, natural disasters, public safety power shut-offs, and other emergencies. Deliveries will support generators and essential equipment at pump stations, water treatment plants, communications facilities, and related infrastructure. Vendors must provide compatible metered delivery trucks and dispensing equipment, accommodate deliveries on weekends and holidays, and deliver no later than 24 hours after an order unless otherwise specified. The scope includes fuel dispensing and off-loading, spill responsibility through transfer into Agency tanks, safety-trained personnel, drop tags, possible fuel sampling, product traceability, and applicable safety data sheets. Pricing is based on the Sacramento Daily Unbranded rack average reported by OPIS plus the bidder's margin and applicable delivery differentials. The initial contract period is approximately one year from award, with possible year-to-year extensions. The Agency intends to establish redundancy through multiple vendors and may add or delete delivery locations. Required insurance includes general liability, automobile liability, workers' compensation/employers' liability, and pollution liability, including pollution coverage of at least $5,000,000 per occurrence and annual aggregate.
