Description
The Town of Needham is soliciting sealed bids for the purchase, transport, and delivery of No. 2 distillate heating oil to municipal facilities. The solicitation seeks pricing for both fixed-price and variable-price options, including truckload and less-than-truckload differential pricing. Estimated annual usage is approximately 29,500 gallons, with deliveries to the Daley Building and Hillside School. The oil must meet ASTM D-396 and applicable Massachusetts and federal requirements, and the contractor must provide routine and emergency delivery coverage, quality control, spill response, and delivery documentation. The bid package requires a completed Bidder Information Response, signed Certificate of Good Faith, Massachusetts tax compliance certificate or Department of Revenue Certificate of Good Standing, Promise to Execute Contract, at least three professional references, Certificate of Authority or Corporate Resolution when applicable, and a signed Bid Price Form. The bidder must be located within a 25-mile radius of the Town of Needham borders. The contract is expected to begin November 2, 2026, with pricing periods extending through April 15, 2028; the Town may select an option lasting up to three years.
