Lake County is soliciting consulting services to prepare its 7th Cycle Housing Element. The scope includes project management; review of the prior housing element; public participation and community outreach; housing-needs, special-needs, fair-housing, resources, constraints, and regional-housing-needs analyses; sites inventory and mapping; general-plan consistency review; tables; and completion of the California Department of Housing and Community Development Housing Element Completeness Checklist. The consultant must coordinate with County staff and HCD and prepare administrative, public, and hearing drafts, including required tribal consultation documentation and public-comment revisions. The proposal must include a cover letter, company profile and executive summary limited to two pages, a detailed work plan addressing the scope and proposed timeline, and a cost proposal. The selected consultant must deliver an HCD-compliant Housing Element for submission by the stated statutory deadline of August 15, 2027, and revise it as needed following HCD feedback. Compensation is to be determined before agreement award. The solicitation states that the County may select multiple contractors and that the successful consultant must comply with applicable federal and state laws, confidentiality requirements, and the County's standard insurance provisions.
