Description
North Carolina Emergency Management is seeking multiple vendors to design, develop, facilitate, conduct, and evaluate a State Emergency Response Team exercise series using the Homeland Security Exercise and Evaluation Program. The work includes up to three quarterly exercises and one two-day functional exercise involving the State Emergency Operations Center and three Regional Coordination Centers, with discussion-based, operations-based, hybrid, in-person, and remote formats as applicable. Required deliverables include project plans, HSEEP-aligned planning meetings and materials, exercise scenarios, Master Scenario Events Lists, Exercise Evaluation Guides, controller/evaluator handbooks, participant materials, registration and marketing materials, exercise facilitation and evaluation, after-action reviews, After-Action Reports and Improvement Plans, weekly progress updates, and project closeout materials. Vendors must demonstrate comparable experience, provide at least three customer references, submit pricing, and complete the required certifications and location-of-workers information. The initial contract term is three years from final contract execution, and multiple awards may be made.
