Description
Chautauqua County, through its Department of Mental Hygiene and Social Services, is seeking qualified agencies, organizations, or collaborative partnerships to provide emergency Code Blue shelter services for individuals experiencing homelessness in Dunkirk and Jamestown. A proposer may serve one or both locations. Each warming center must accommodate approximately 10–20 participants and provide a safe, clean, heated, supervised, accessible facility with seating or cots, restrooms, potable water, emergency exits, lighting, and fire-safety measures. Providers must operate during Code Blue activations, with minimum hours of 5:30 p.m. through 7:30 a.m., and must address staffing, safety and security, low-barrier admission, transportation, overflow capacity, continuity of operations, HMIS and other reporting, supportive services, housing connections, and coordination with emergency services and community partners. Proposals must include organizational experience, facility and readiness information, staffing and operational plans, a budget using the State-approved format, and applicable collaborative-partner responsibilities. The County identifies $518,000 as its total New York State allocation for 2026–2027 program costs, subject to funding availability; awards may cover one or both locations.
