Description

The City of Palo Alto is soliciting proposals for intensive, housing-focused case management for individuals and households living in oversized vehicles who are enrolled in or eligible for the City's oversized vehicle permit program. The selected contractor will serve approximately 40 active participants and provide field-based outreach and recruitment, intake and eligibility screening, individualized housing plans, service coordination, housing search and application assistance, housing placement, move-in support, and stabilization services for up to 90 days after move-in. The scope also includes weekly in-person participant check-ins at designated oversized-vehicle locations, confidential case-file maintenance, tracking of program outcomes, monthly activity and outcome reports, and coordination meetings with City staff and service-system partners. Proposals must include a technical proposal, completed firm-experience attachment, separate cost proposal, evidence of financial stability, and required questionnaire responses. The anticipated service period is a minimum of 14 months, with a potential additional year if the pilot program is extended. Contractors must complete California Department of Justice Live Scan background checks for employees assigned to City locations and comply with the City's insurance requirements.
