Description
Alameda County Behavioral Health Department is seeking a contractor to administer pharmacy benefits for uninsured, Health Program of Alameda County, Medi-Cal, and Medicare Part D behavioral-health patients. The scope includes claims adjudication, eligibility administration, formulary and prior-authorization management, pharmacy network administration, coordination of benefits, patient assistance program administration, 340B third-party administration, rebate administration, pharmacy payments, reporting, audit support, and financial reconciliation. The contractor must provide a geographically and culturally diverse pharmacy network throughout Alameda County, including language-capable pharmacies, extended-hour and weekend coverage, delivery, and specialty or blister packing. The contractor must also provide a web-based claims query and reporting tool, EHR interfaces, implementation and transition services, account management, customer support, training, performance reporting, and ongoing operational support. The County intends to award a three-year contract with an option to renew for two additional years. The estimated historical volume was approximately 1,600 prescriptions for 650 uninsured patients, with estimated pharmaceutical costs of $135,000 during fiscal year 2024–2025. The solicitation requires electronic submission through the County of Alameda Procurement Portal; no hard-copy, email, or facsimile proposals will be accepted.
