Description
Alameda County is soliciting up to two qualified and licensed roofing contractors to provide on-call, as-needed maintenance, inspections, diagnostics, troubleshooting, emergency stabilization, and localized repairs for County-owned facilities. The scope covers biannual inspections of all covered roofs, preventive maintenance, debris and drainage clearing, leak diagnostics, infrared thermography when authorized, root-cause analysis, weatherproofing, and repairs to roofing systems and components including asphalt shingles, modified bitumen, built-up roofing, TPO, PVC, EPDM, metal, tile, flashings, gutters, downspouts, drains, scuppers, and edge metal. Full or partial roof replacements are excluded. The contractor must provide 24/7 emergency on-call coverage, a dedicated emergency phone number, strict Priority 1 and Priority 2 response times, detailed quotations and service reports, photographs, asset-level records, and documented root-cause resolution. The contractor must hold a California C-39 roofing license, have at least five years of relevant experience, comply with prevailing-wage and public-works requirements, and perform at least 80% of the work using direct W-2 employees. The three-year contract includes an option for two additional years; estimated pricing includes labor, a $300,000 three-year repair-parts allowance, and a $90,000 three-year roofing-equipment allowance, for a stated three-year grand total of $390,000 before labor-rate extensions.
