Description
Alameda County Behavioral Health Department is seeking one contractor to oversee professional consulting, technical assistance, and administrative services supporting implementation and ongoing operation of the Behavioral Health Services Act and related behavioral health initiatives, including CalAIM, BH-CONNECT, and Affordable Care Act specialty behavioral health requirements. The scope includes fiduciary and fund-management services as a fiscal agent or program sponsor; compliant behavioral health service-delivery strategies; technical assistance; stakeholder engagement; program evaluation and assessment; monitoring, reporting, and continuous quality improvement; and support for long-term compliance and sustainability. The contractor will manage consultant subcontracts, subject to prior County approval, make timely consultant payments, prepare quarterly progress reports, and support deliverables and communications. The County has allocated $3,145,668 for a three-year contract, with an option to extend for two additional years. Proposals must include an eight-page maximum narrative, required signed bid-response materials, five current references, a detailed budget narrative, and a completed Excel budget workbook.
