Description
The City of Hesperia's Engineering Department is seeking a qualified professional consultant to develop a Vision Zero Action Plan, supplemental Complete Streets Plan, related planning documents, traffic and safety analyses, and recommendations for projects intended to reduce or eliminate roadway fatalities and serious injuries. The plans must satisfy the requirements of the U.S. Department of Transportation's Safe Streets and Roads for All Comprehensive Safety Action Plan and support a data-driven, community-informed Safe System approach. The scope includes transportation data collection and analysis; traffic studies and safety audits; pedestrian, bicycle, vehicle, truck, speed, collision, lighting, behavioral, and public-survey analysis; demand forecasting; infrastructure condition analysis; Safe Routes to School, ADA transition, pedestrian, and bicycle planning; GIS mapping; conceptual designs; environmental planning; community outreach; regulatory coordination; project prioritization; funding and implementation strategies; and development of a prioritized Capital Improvement Program. Optional tasks include a citywide Pavement Condition Index assessment and updates to the circulation plan and map. The initial submission must include a technical proposal and Forms C-1 through C-12; cost proposals and fee schedules will be requested separately from the top three ranked consultants during negotiations.
