The Department of Veterans Affairs is seeking capability information for a turnkey hazardous waste management requirement supporting the VA Palo Alto Health Care System. The contractor would provide labor, supervision, equipment, containers, permits, transportation, waste characterization, profiling, manifesting, packaging, storage, treatment, recycling, and final disposal for hazardous, pharmaceutical, universal, asbestos, extreme and acute hazardous, and mixed medical/hazardous waste. Radiological, infectious, and biohazardous waste are generally excluded, except for limited dual-waste quantities. The requirement also includes 24-hour, seven-day emergency spill response with a two-hour on-scene response, spill containment and cleanup, product identification and neutralization, sampling, documentation, and compliant disposal. Contractors must maintain applicable federal, state, and local licenses, permits, EPA or California identification numbers, insurance, hazardous-waste transportation capabilities, trained and medically monitored personnel, and compliant treatment, storage, and disposal facilities. The anticipated contract is an IDIQ with a base year and four option years. This notice is a sources-sought market research announcement, not a solicitation or request for proposals; responses must include company and point-of-contact information, an informal quote, an authorized distributor letter if applicable, a capabilities statement, NAICS code and size standard, UEI, vendor contact information, and any relevant contract vehicles.
