Description
The California Department of Transportation (Caltrans) is soliciting bids for on-call hazardous, biological, and environmentally regulated waste management services in Orange County. The scope includes providing and maintaining 20- and 40-cubic-yard bins; delivery, pickup, exchange, removal, loading, transport, and lawful disposal or recycling of treated wood waste, tires, contaminated soil, corrosives, biological waste, and other regulated materials; waste characterization, sampling, laboratory testing, profiling, packaging, labeling, manifesting, and related documentation. The contractor must provide the required personnel, vehicles, equipment, supplies, personal protective equipment, manifests, disposal receipts, certified weight records, spill diaries, and reporting. The agreement is estimated to run from November 2, 2026, through November 1, 2029, subject to approval and notice to proceed. Bidders must maintain extensive hazardous-material, transportation, waste-hauling, and contractor licenses and registrations, including a Class A General Engineering license, HAZ certification, hazardous waste transporter registration, hazardous-material transportation credentials, and applicable motor-carrier permits. Laboratory services may be subcontracted, but other portions of the work must be performed with the contractor's own organization. A five percent certified Small Business or Microbusiness preference is available, and DVBE participation is encouraged but not required.
