Description
The California Department of Transportation is soliciting bids for on-call hazardous waste services in San Diego and Imperial Counties. The contractor must provide labor, equipment, supplies, bins, testing, waste characterization, packaging, labeling, manifesting, collection, transportation, lawful disposal, recycling, roadside biohazard cleanup, and facility sump cleaning. Waste streams may include hazardous, regulated, universal, biological, petroleum-based, treated wood, tire, battery, lighting, paint, oil, contaminated soil, and electronic waste. The scope includes 20- and 40-cubic-yard bin rental and exchange, vacuum-truck and positive-displacement-unit sump cleaning, laboratory testing, waste profiling, and disposal at approved facilities. Bidders must maintain extensive licenses, registrations, permits, HAZWOPER training, commercial-driver qualifications, and applicable California certifications. Subcontracting is expressly prohibited. The agreement is estimated to run from October 26, 2026, through October 25, 2029, subject to Department of General Services approval. Addendum No. 2 extends the final bid submission deadline to October 15, 2026, at 2:00 p.m. Pacific Time, with bid opening at 2:30 p.m. Pacific Time.
