Description
Madera County Public Works Department is seeking statements of qualifications from up to four consultants to provide on-call real estate appraisal and appraisal review services for capital improvement projects through task orders. Services include appraising property rights and damages for acquisitions, preparing narrative appraisal reports, reviewing appraisals, providing certifications, and supporting eminent-domain proceedings when requested. Consultants must meet applicable California appraisal licensing and experience requirements, including at least two years of eminent-domain appraisal or appraisal-review experience, as applicable. Task orders will be issued through competitive mini-RFPs, and right-of-way acquisition services are procured separately. The five-year on-call contract has a cumulative maximum value of $400,000, with no guarantee that the full amount will be authorized. Proposals must be submitted electronically through the County's BidExpress project page by October 7, 2026, at 3:00 p.m. The proposal package includes a wet-signed introductory letter, executive summary, firm experience, consultant team information, scope and approach narrative, conflict-of-interest form, equal employment opportunity policy or statement, cost proposal, and related required documentation. The proposal is limited to 20 sheets, double-sided, excluding specified items such as the cover sheet, table of contents, index sheets, and resumes. A DBE participation goal of zero percent applies, although DBE firms are encouraged to participate.
