Description
Botetourt County is soliciting bids for a contractor to provide all labor, supervision, equipment, materials, packaging, transportation, regulatory compliance, and disposal services required for a drive-through household hazardous waste collection event. The scope includes receiving, identifying, segregating, inventorying, packaging, labeling, handling, loading, transporting, treating, recycling, and disposing of accepted household hazardous waste, as well as managing unknown materials, maintaining safety and emergency procedures, and providing an itemized post-event disposal report. The initial contract covers one Fall 2026 event, with a County option for one additional Spring 2027 event. Bidders must submit relevant experience and at least two similar-project references, proposed staffing and training information, a site setup and operations plan, equipment information, safety and emergency procedures, transportation and disposal facility details, and evidence of applicable licenses and permits. The bid also requires completed pricing and certification materials, an authorized-transactions statement, a non-collusion statement, and the Virginia Public Procurement Act agreement. Pollution Legal Liability/Environmental Impairment Liability insurance of at least $3,000,000 per occurrence and in the aggregate is required, in addition to specified general liability, automobile liability, workers' compensation, and employers' liability coverage.
