Description
The California Department of Transportation is soliciting an on-call contractor to assess, characterize, package, collect, transport, recycle, and legally dispose of hazardous, regulated, universal, and biological waste at District 12 maintenance facilities and other designated locations in Orange County. The scope includes laboratory-packed waste, petroleum-contaminated materials, paints, solvents, aerosols, gases, batteries, lamps, medical waste, electronic waste, corrosives, and other regulated materials; roadside biohazard cleanup; sampling and laboratory testing; manifests, profiling, reporting, and disposal-facility documentation; and delivery of compliant drums, containers, absorbents, and other packaging materials. The contractor must provide all personnel, vehicles, equipment, supplies, PPE, laboratory coordination, transportation, and disposal or recycling services. Required qualifications and licenses include hazardous-substance removal certification, hazardous-waste and medical-waste transporter registrations, hazardous-material transportation authorization, EPA identification, motor-carrier credentials, and related California registrations. Services are on call through service requests, with routine work generally required within five working days and urgent public-health, safety, or welfare work within four hours. The agreement is expected to run from December 1, 2026, or later DGS approval, through November 30, 2029, subject to the stated conditions.
