Description
The Defense Logistics Agency is seeking capable firms for a future firm-fixed-price, indefinite-delivery/indefinite-quantity services contract covering the removal, transportation, treatment, recycling, and disposal of hazardous and non-hazardous waste generated at U.S. Department of Defense installations in Rheinland-Pfalz and Baden-Württemberg, Germany. Waste streams include RCRA and non-RCRA waste, batteries, corrosive, flammable, reactive, toxic, heavy-metal, petroleum, paint, compressed-gas, asbestos, PCB, AFFF/PFAS-related, demilitarization-required, and other regulated wastes. The scope also includes compliant containers, roll-off and portable-tank rentals, transportation, manifests and disposal documentation, waste profiling, sampling and laboratory analysis, lab packing, overpacking, loose packing, expedited removals, recycling, and industrial cleaning services. The anticipated contract structure is one 30-month base period followed by one 30-month option period. The draft PWS states that all facilities and transporters must be approved and listed on the applicable qualified lists, and that the contractor must comply with German, European Union, Department of Defense, and federal requirements. This Sources Sought requests a capabilities package of no more than three single-spaced pages, including company and CAGE information, relevant experience from the last five years, ability to comply with FAR 52.219-14 limitations on subcontracting, and proposed treatment, storage, and disposal facilities.
