Description
The State Center Community College District is issuing a Request for Qualifications (RFQ) for progressive design-build (PDB) services for a new interdisciplinary classroom and cafe building at Fresno City College's West Fresno Center campus, located at 600 E Church Ave, Fresno, California. The project will be delivered in two phases: Phase One includes design and preconstruction services with open-book cost transparency, leading to a negotiated Guaranteed Maximum Price (GMP); Phase Two covers construction services, authorized only after the District accepts the GMP. The building is preliminarily estimated at 26,000 gross square feet and will include a culinary lab, a cafe with kitchen/food preparation area, a small gym and weight room, generic multidisciplinary labs, and faculty/staff office and lounge spaces. Only firms shortlisted through this RFQ will be invited to the subsequent RFP phase. The estimated project cost is $32.5 million. Key requirements include a valid California Class A or B contractor license, a full-service office within 300 miles of the District, and bonding capacity sufficient for a $32.5 million contract. Submissions are due November 17, 2026, via the PlanetBids portal.
