Description
The Denver Regional Council of Governments is seeking proposals from individuals, firms, and teams experienced in residential transparency policy design and implementation. The selected prime contractor may use subcontractors and will support a voluntary pilot across approximately 5–10 local jurisdictions. The work includes program design, research, implementation, outreach, technical assistance, workforce coordination, and support for DOE Home Energy Score assessments. The contractor must either be or become a DOE Home Energy Score Partner; a qualified subcontractor may fulfill that role. The contractor will provide preliminary database and software support to track homeowner participation, completed assessments, assessment information, geographic participation, recommended improvements, and homeowner and assessor contact information. The platform should be designed to accommodate future compliance tracking and public functionality, although it does not initially need to be public. Respondents may propose existing, configurable, or custom platforms and may phase functionality. The scope also includes assessor training, quality assurance and oversight, coordination with relevant MLS and other data sources, homeowner outreach and technical assistance, research into rebates and incentives, and reporting. The base budget is $600,000, with potential additional funding of up to $300,000 reserved for a one-year renewal; proposed budgets must be organized by task and program year and include applicable personnel, travel, equipment, supplies, subcontractor, direct, and indirect costs.
