Description

The City of New Haven, acting through its City Plan Department, seeks a multidisciplinary consultant team to review and reform the City's Zoning Ordinance and Zoning Map in alignment with Vision 2034 New Haven's Comprehensive Plan. The work is intended to modernize and simplify development regulations; support housing opportunity and stability, mixed-use and transit-oriented development, economic development, climate resilience, environmental protection, and public access; address displacement risks; and align local regulations with Connecticut statutes, special acts, and applicable codes. The scope includes project administration; communications and stakeholder engagement; evaluation of the existing ordinance, land uses, development patterns, and zoning districts; spatial analysis and recommendations for new zoning boundaries; and preparation of a new zoning ordinance, zoning districts, zoning map, supporting documentation, graphics, and implementation or monitoring protocols. The consultant must demonstrate experience with diverse urban communities, accessible regulatory writing, public engagement, zoning and land-use planning, complex spatial and numeric analysis, ESRI tools, and zoning or ordinance hosting platforms. At least two on-site stakeholder meetings are anticipated. Selection is based on professional competence and experience, and cost is not an evaluation factor at this stage.
