Description
The Colorado Department of Transportation is seeking a contractor with expertise in electric-vehicle emergency response, first-responder training, adult learning, and train-the-trainer program delivery. The contractor will train 5–12 Colorado-based emergency and transportation professionals so they can independently train emergency and secondary responders across Colorado. The scope includes instruction on electric-vehicle fires, high-voltage safety and extrication, chemical exposures, vehicle identification and stabilization, scene control, towing, decontamination, documentation, and applicable Colorado requirements. The contractor must provide qualified master trainers, digital and print training materials, program logistics, an assessment or examination, an end-of-training survey, and training-material licensing and virtual support for at least three years. Proposals must include an approach, relevant experience and qualifications, key personnel and resumes, a task schedule, a detailed cost proposal, three recent client references, the completed response cover sheet, the Service Disclosure Form, and required appendices. The main proposal is limited to 30 pages, excluding appendices, and must be submitted electronically through BidNet Direct in one file unless file size requires clearly marked sections.
