Description

The City and County of Denver, through the Mayor’s Office of Social Equity and Innovation and the Office of Children’s Affairs, is soliciting proposals from local community-based organizations for new or expanded programs serving Denver youth ages 10–24 who are at heightened risk of being impacted by violence or have already experienced violence, particularly gun violence. Eligible program areas include stabilization, wraparound supports, and supportive services such as trauma-informed behavioral health support, mentorship, case management, reentry support, employment or education navigation, restorative or healing groups, and connections to trusted adults. Programs must serve youth who live in Denver, attend school in Denver, or have an active juvenile or criminal case in Denver, with services focused in designated priority neighborhoods or citywide while maintaining the required focus population. Applicants must submit a response narrative, 90-day implementation plan, budget workbook, current certificate of insurance, compliance certification, conflict-of-interest form, debarment and suspension form, organizational and financial documentation, and other applicable records. The response narrative is limited to 15 pages and must be submitted as a Word document; the 90-day plan and budget must be submitted as Excel workbooks. Awards are expected to range from $100,000 to $300,000, with an anticipated initial term from March 15, 2027, through December 31, 2028. Awarded contractors must complete background checks, provide required staff training, participate in a community of practice, collect and report program data, maintain secure data practices, and carry specified insurance coverage.
