Description
Steuben County is seeking a qualified planning and zoning consulting firm to evaluate and modernize its Zoning Ordinance, Subdivision Control Ordinance, and Code Enforcement Ordinance, with the potential consolidation of these regulations into a Unified Development Ordinance. The work includes reviewing development standards and statutory requirements; addressing casino-related uses, HEA 1001 requirements, confined feeding operations, battery energy storage systems, data centers, renewable energy facilities, and other emerging land uses; updating administrative and enforcement procedures; preparing draft and adoption-ready ordinance language; and assisting with public hearings and adoption proceedings. The consultant will also evaluate and update the zoning map, identify mapping inconsistencies and split-zoned parcels, coordinate GIS-compatible deliverables, develop standardized planning and zoning forms, and provide post-adoption training for county planning staff, the Plan Commission, Board of Zoning Appeals, and County Commissioners. The proposal statement may not exceed 20 pages, double-sided, and must include the firm's overview, project team, approach, comparable projects completed within the past five years, and links to three comparable zoning ordinance or Unified Development Ordinance projects. One PDF proposal is due by email at 4:00 p.m. on September 28, 2026.
