Description
The City/County Association of Governments of San Mateo County (C/CAG) seeks a consultant team to evaluate the current Measure M Strategic Implementation Plan and develop the next five-year implementation plan for fiscal years 2028–2032. Measure M is funded by a $10 vehicle registration fee and supports local streets and roads and countywide transportation programs, including transit operations and senior mobility, intelligent transportation systems and Smart Corridors, Safe Routes to School, and stormwater pollution prevention. Required work includes reviewing and updating goals and objectives; preparing a five-year performance report and recommendations; updating the needs- and impact-based funding allocation methodology; recommending revised program allocation percentages; conducting stakeholder engagement with program managers, jurisdictions, committees, and the C/CAG Board; and preparing the final implementation plan. The optional dashboard task includes designing, developing, and populating a public-facing dashboard with filtering, mobile and browser compatibility, accessibility compliance, training materials, and documentation. The anticipated budget is $80,000–$95,000 for the required scope, with the contract anticipated to run from December 14, 2026, through December 13, 2027.
