T&M Associates, on behalf of the Hardin County Board of Commissioners, is soliciting a contractor to perform asbestos-containing material abatement at the former Hardin Hills Health Center property. The scope includes removal of identified regulated asbestos-containing pipe and joint insulation, sheet flooring, acoustical plaster, and sink insulation; securing required permits; complying with applicable federal, state, and local regulations; and properly disposing of removed materials. The asbestos survey identifies approximately 10,000 linear feet of pipe and joint insulation, 15,000 square feet of sheet flooring, 15,000 square feet of acoustical plaster, and 60 square feet of sink insulation requiring removal before demolition. Floor tile and mastic may remain in place during non-burning demolition as described in the survey. The contractor must provide a bid on the supplied Bid Sheet, a proposed schedule with estimated completion date, at least three similar clients completed within the last two years, company background information, and applicable license numbers or registration certificates. Upon completion, the contractor must provide a Closure Report documenting the abatement work and waste disposition, including haul receipts and manifests, plus a Letter of Completion confirming removal and proper disposal of the identified ACM. Prevailing wage applies. The work must be completed within 120 days after execution of the professional-services agreement. The successful proposer must provide performance and payment bonds, each equal to 100% of the successful bid, before contract execution.
