Description
The Housing Authority of the City of Los Angeles is soliciting proposals from qualified firms to provide as-needed environmental abatement services at twelve multifamily public housing developments. The scope includes remediation, removal, stabilization, packaging, labeling, hauling, disposal, and cleanup for asbestos-containing materials, asbestos-containing construction materials, lead-based and lead-containing paint, lead-containing building materials, mold/fungi-impacted building materials, and other hazardous materials. Work may support renovations, repairs, demolition, emergency hazardous-material spill response, flooring and window projects, roofing, kitchen and bathroom renovations, exterior paint stabilization, and infrastructure repairs. The contractor must furnish labor, materials, equipment, waste characterization and disposal, containment and decontamination facilities, regulatory notifications and permits, qualified and certified personnel, and required safety and environmental controls. HACLA anticipates a one-year contract with four one-year options, for a possible five-year term, and may issue purchase orders for individual projects using unit pricing. Multiple insurance coverages, payment and performance bonds, California licensing and certifications, Section 3 compliance, federal registration, and public-works registration are required. Proposals must include the specified technical narratives, pricing forms, responsibility and workforce forms, Section 3 documents, project experience information, and applicable subcontractor and non-collusion forms.
