The City of Baltimore's Department of Housing and Community Development is seeking contractors for a requirements-type contract to perform lead hazard reduction and Healthy Homes interventions at low-income residences on an as-needed basis. Work includes lead-paint and lead-contaminated-material removal and disposal, repainting with non-lead-based paint, and potentially removing and replacing leaded windows and doors. The contractor must provide all labor, materials, tools, equipment, vehicles, supervision, transportation, and related supplies and services. Additional activities may address mold, allergens, asthma, carbon monoxide, home safety, radon, and integrated pest management. Contractors must comply with applicable HUD, OSHA, federal, state, and local lead-abatement, hazardous-material, prevailing-wage, and housing regulations. Properties will be vacated during abatement, and work includes containment, cleanup, protection of other property, visual assessment, and dust-clearance requirements.
