Description
The Mississippi Department of Environmental Quality is soliciting bids for one or more contractors to provide professional emergency response and cleanup services on an indefinite-delivery, as-needed basis throughout Mississippi. Work may involve incidents on land and in water, including containment and recovery of contaminants, environmental monitoring and sampling, laboratory analysis, neutralization, decontamination, hazardous-material transfers, transportation and disposal, excavation, spill-control equipment deployment, and related emergency activities. Materials may include oil, hazardous and non-hazardous waste, biomedical waste, chemical or biological warfare agents, pollutants, and unknown or otherwise regulated substances. Contractors must be available 24 hours a day, 365 days a year, maintain an in-state response office, and meet extensive personnel, equipment, training, licensing, experience, safety, and regulatory requirements. The anticipated contract period is a maximum of five years, with no guaranteed minimum number or volume of work orders. Bidders must submit the completed bid form/rate sheet and required certifications, prior-experience documentation, responsibility narrative, equipment and health-and-safety certifications, licensing and regulatory documentation, bid security, and other specified supporting materials. The solicitation may result in multiple contracts and identifies a total bid/contract amount of $3,000,000.00 for the five-year period.
