Description

Napa County seeks one contractor, or up to two contractors, to operate the county-owned Behavioral Health Treatment Center for adult beneficiaries and other eligible adults. Proposals may cover the 5-bed Sobering Center; the 48-bed substance use residential treatment and 10-bed withdrawal management programs; the 7-bed LPS-designated SB 43 Mental Health Rehabilitation Center; or all three program areas. The selected contractor(s) will provide 24/7 operations, clinical and rehabilitative services, admissions, assessment, medication and withdrawal management, counseling, care coordination, discharge planning, referrals, data reporting, and transitions to community-based care. The scope requires qualified clinical, medical, nursing, counseling, peer-support, and administrative personnel; applicable California licensing, DHCS and Drug Medi-Cal certifications; ASAM-compliant services; bilingual English-Spanish capability; electronic health-record and state reporting capacity; privacy, records, quality-assurance, and incident-reporting compliance; and operation at the county-owned facility. Proposals must include an executive summary and approach, qualifications and experience, a pre-award risk assessment, budget submission, references, disclosures, and acceptance of or exceptions to the County's professional services agreement and insurance requirements. The contract may run through June 30, 2030, with funding not to exceed $10,000,000 per fiscal year; the maximum funding for each component is negotiable.
