The Metropolitan Transportation Commission (MTC) intends to select an Operational Services Contractor to provide staffing, supervision, and management for MTC's 511 Operations Center and the Bay Area Infrastructure Financing Authority's Express Lanes Operations Center. The contractor will coordinate activities between the two programs, maintain coverage during normal operating hours and emergencies, and coordinate with Caltrans District 4, the California Highway Patrol, local transit agencies, and other MTC contractors. The scope includes collecting, curating, and disseminating multimodal traveler information; monitoring express-lane toll and roadway operations; identifying incidents; changing overhead sign messages; and coordinating with agency staff and contractors. Services will use a combination of onsite and remote arrangements, with approximately 26 current staff and coverage requirements varying by program and corridor. The anticipated scope also includes monitoring Open Road Tolling operations on seven state-owned toll bridges and operational monitoring and coordination for the Richmond-San Rafael Bridge bicycle and pedestrian path and shuttle services. The anticipated project period is April 1, 2027, through June 30, 2030, with possible extensions, and the stated approximate budget is $13,078,700.
