Description
The County of Marin Department of Health and Human Services, Division of Behavioral Health and Recovery Services, seeks a qualified organization to develop and operate a voluntary, peer-led, short-term residential Peer Respite Program for Marin County adults age 18 and older with serious mental illness, serious substance use disorders, or co-occurring conditions. The program must provide an unlocked, homelike setting in Marin County with 24/7 staffing, at least two staff onsite at all times, capacity for 5 to 12 participants, private bedrooms with no more than one double bedroom, and stays of up to 14 days with one possible extension to a maximum of 21 days. Required services include peer support and education by Medi-Cal Certified Peer Support Specialists, recovery and support groups, activities, referrals and needs assessments, crisis-response coordination, medication support, transportation assistance, data reporting, and connections to behavioral health services. Applicants must demonstrate at least two years of peer services and two years of short-term residential treatment experience, Medi-Cal billing capability, and the ability to coordinate with behavioral health agencies and community partners. Funding is up to $450,000 per fiscal year for housing infrastructure and operations, plus up to $600,000 per fiscal year in Medi-Cal fee-for-service reimbursement for supportive services, for a stated total of up to $1,050,000 per fiscal year. The anticipated contract period is January 1, 2027, through June 30, 2029, with a possible two-year renewal.
