Description
The City of Oakland's Office of Human Services Department, Community Homelessness Services Division, is seeking qualified firms, agencies, project teams, or individuals to provide homeless and housing services and establish a qualified provider list for implementation tasks throughout 2026–2028. Service categories include emergency and interim shelter, transitional and rapid rehousing, permanent supportive housing operations and services, supplemental and clinical services, outreach and engagement, health and basic-needs programs, innovative homelessness interventions, technical assistance and program consultation, and management of acquisition, rehabilitation, new construction, and site-improvement projects serving people experiencing homelessness. Respondents may apply for one or more categories. Categories A–H generally require at least five years of relevant homelessness-services experience, three similar projects or programs, two years of Coordinated Entry experience, case-management capability, and an articulated strategy for underserved communities. Category I requires at least three years of construction monitoring or related experience, including one year in specified Bay Area counties, plus government-agency and construction-risk-management experience. Responses must address organizational capacity, relevant experience, approach to addressing homelessness and housing barriers, outcomes, references, billing rates, and required schedules. Qualified providers may later be invited to compete for project-specific grants or professional-services agreements; funding and contract amounts are not specified.
