The City of Oakland Department of Transportation, Major Projects Division, is seeking a qualified consultant or joint venture to provide construction management support services for Phase 1 of the Embarcadero West Rail Safety Project. The scope includes project management; pre-construction and construction coordination; contractor, utility, stakeholder, and Union Pacific Railroad coordination; site observation and inspection; schedule, cost, change-order, claims, invoice, and close-out management; public outreach; quality assurance and quality control; environmental and regulatory coordination; and project reporting. The consultant must provide a California-licensed Professional Civil Engineer to serve as Resident Engineer and coordinate the consultant team. The work also includes special inspection and material testing for concrete, rebar, masonry, structural steel, grout, anchor bolts, soils, and asphalt concrete, as well as environmental monitoring. The primary firm must have a Caltrans-certified material testing laboratory, and inspectors and laboratory personnel must hold applicable certifications. An optional task requires furnishing and implementing project-control-system software, including licenses, integration, data conversion, support, training, and functionality for RFIs, submittals, inspections, documents, schedules, change orders, budgets, invoices, photos, and reporting. The contract term is three years, and proposals must satisfy the City's 50% minimum local and small local business participation requirement.
