Description
The California Department of Social Services, in conjunction with the Department of General Services and the Office of Risk and Insurance Management, is seeking an experienced third-party administrator to provide comprehensive statewide workers' compensation claims administration for the IHSS/WPCS, CalWORKs, and CalFresh Employment and Training programs. The scope includes administration of new and existing claims, compensability determinations, claimant and provider communications, medical administration, utilization and bill review, preferred provider organization services, nurse and field case management, litigation management, subrogation, fraud investigation, payment processing, reporting, and cost containment. The successful proposer must provide a paperless claims and risk-management information system with online access for the State, ORIM, DHCS, counties, and authorized representatives; integrate with the State Controller's Office payment process; transfer and validate open and closed claims data from the incumbent administrator; and provide a detailed transition and implementation plan. Minimum qualifications include at least five years of relevant California workers' compensation claims-administration experience during the last eight years, three references from large California public entities, a California office, appropriate business licenses, and a California Workers' Compensation Self-Insurance Administrator Certificate. The anticipated contract structure is a three-year base term with one optional three-year extension, with separate agreements for IHSS/WPCS, CalWORKs, and CalFresh E&T.
